Tobor Emakpor

Tobor is a partner in the firm’s Construction and Infrastructure Specialty Group.  He has several years of experience in advising and leading on P3/AFP projects in Canada, the United Kingdom and West Africa with particular emphasis on the health care, education and transportation sectors.  Tobor also has extensive experience in M&A and private equity transactions, as well as joint-venture and partnering arrangements. 

Tobor has led teams advising on a variety of P3/AFP projects.  He led the team advising the successful proponents in closing the $253 million Alberta Schools Alternative Procurement II Project in Alberta and the $433 million Kelowna/Vernon Hospital Project in British Columbia.  He is currently advising shortlisted proponents and lenders on a number of projects in Ontario. 

Tobor also advised shortlisted bidders on the, Prince George Cancer Centre in British Columbia, the Surrey Memorial Hospital Critical Care Tower Project in British Columbia, the St. Catharines Hospital in Ontario and the Women’s College Hospital in Ontario.  While in the UK, Tobor led teams that advised on the Barnsley Schools PFI Project, the Conwy Schools PFI Project, the Northwest/West Midlands Cluster Contract on the UK Department of Health’s National Program for IT, the Central Manchester Children’s University Hospitals PFI Project and the Lekki Epe Expressway Project.  Tobor also advised on three of the Wave 1 Building Schools for the Future Projects in the UK. 

Prior to joining Osler, Tobor was a partner with a major international law firm in the United Kingdom.
